The future of social housing was prudently addressed, following a riveting conversation held by Theresa Mays former chief of staff Nick Timothy at one of our own board awaydays, back in January.

Many believe that social housing is nearing the bottom of the agenda when it comes to the implications of Brexit and is being heavily overlooked.

Arguable, the main issue that the social housing sector is going to face is the logistical changes to supply chains. With materials like timber being heavily imported from the EU, many merchants have already begun contingency planning to maintain their sustainability, and have adopted the approach of stockpiling materials; however, it’s a very temporary solution

The overcomplicating of importing materials is set to have some implications on the affordability of social homes, whether this is going to be for the good or bad of renters in the UK.

But the question is, does anyone know what they are doing? Planning for the unknown is an impossible feat in all walks of life, let alone when looking to mitigate the effects of Brexit on an entire industry.

The potential knock-on effects are endless with the immediate ones possibly the most damaging. Will we begin seeing more or less jobs in the construction industry? Half of construction workers in London come from the EU and many have already gone back to avoid being ‘stuck’.

The effects that deal or no deal Brexit could be endless from temporary purchasing alternative materials to a complete logistical change, steering away from current just in time solutions.

Going from a blanket agreement to, well, who knows what, is going to be a huge change regardless of the specifics and the social housing market is inevitably going to learn to adapt no matter what comes its way; Deal or No Deal is just the beginning of something bigger.

With every future deal coming from UK Parliament, surely our government will do what is best for UK citizens? It is no secret that the UK has been in a housing crisis for some time now with the publication of reports like the Shelter’s “vision for social housing”.

Although the UK is going Brexit crazy, there’s no need to panic. CHIC has been actively collaborating with its members / suppliers to gather intel on what is the best course of action to mitigate the amount of disruption to the supply chain. 95% of Manufacturers and Distributors have already plans in place to mitigate for a No deal vote with the large majority being determined as low risk. CHIC has engaged with it’s supply chain to ensure that members have contingencies in place for every aspect of property maintenance requirements.

CHIC’s Merchant Services Manager (maybe change it to Supply chain manager) is of the opinion that: “The worst thing that we in the social housing industry can do right now, is to put our heads in the sand and hope that this storm will pass us by. The first thing that will be affected will be supply chains, as we see in other sectors such as the automotive industry. Arguably if housing associations engage with purchasing groups, in respect of their suppliers, trends will be noticeable which means that steps can be taken to mitigate negative effects.”

As rightly pointed out purchasing groups such as CHIC, are better positioned to notice trends in the market that individual housing associations cannot see, and this is purely down to the number of suppliers each engages. Having a pool of suppliers providing the same type of service, normally via a framework, will allow members that purchase through that group a better understanding of where the market is going.

In these trialling times, co-operation is key, and instead of we can do it better, we need to do it better together.

The question is then, what has your association done to ensure that services will not drop.

Updates from CHIC

Summary of CHIC’s Quarterly Board Meeting – March 2026

 

CHIC’s Board meets once a quarter. Its responsibilities are to set CHIC’s strategy on behalf of its membership and to monitor operational service delivery and business management by the managing agent, ARK Consultancy Ltd.

The headlines to share with stakeholders from the meeting last month are:

  1. Governance

The Chair’s and Deputy Chair’s first 3 year terms as directors will end in July and both agreed to stand again. One director, David Wells, will complete his third term of 3 years in July and will need to stand down. An application for a replacement is being considered.

  1. Audit & Risk Committee and Risk Register

The Audit and Risk Committee had met prior to the Board meeting and considered:

- the annual budgeting process, and
- the Corporate Risk Register.

The Board noted the Committee’s conclusion that both were robust.

  1. Financial Year End Forecast

The Board noted that the forecast outturn income and expenditure for 2025/26 (which for CHIC ends on 30th June) were in line with budget. It was therefore agreed to make the annual charitable donation (4% of budgeted income) to CHIP, the aligned charity. CHIP will use the funds to sponsor Local Employment Groups and its Community Chest Fund grants in 2026/27.

  1. Business Strategy 2026 – 2031

At its Strategic Awayday in February, the Board had agreed the key objectives and targets for the new 5 Year Business Strategy, from July 2026. The Agent had summarised these into a ‘headline’ document which the Board received and approved.

The full 2026 – 2031 CHIC Business Strategy will now be prepared for approval in June. This will confirm CHIC’s commitment to the affordable housing sector, providing frameworks and DPS/Dynamic Market solutions for all the asset management and related works and services needs of the members.

  1. Draft Budget for 2026/27

The Board considered the draft budget for next financial year. This predicted an increase in turnover, reflecting the current levels of procurement support being requested by members, and a consequential increase in resources. The draft budget was noted, pending an update and formal approval in June.

  1. Annual Stakeholder Survey

It was agreed to recommission Fusion Insight to carry out the annual CHIC stakeholder survey, which will include online and telephone consultation, plus face to face interviews at the CHIC Conference on 3rd June. Results will be reported to the next quarterly Board meeting and shared with members through CHIC CHAT. 

  1. Operational Reports

The Agent presented a range of operational updates, all reviewed and noted by the Board. These included:

Quarterly Agent Report

- 32 new members had joined CHIC in the last quarter.
- CHIC now has 344 members, 75% of which already have live contracts.
- 2/3rds of these have 2 or more trading contracts.
- CHIC is currently managing over 400 contract requests from members.

Performance Year to Date
- Income and expenditure were in line with budget.
- The year end forecast should slightly exceed budget.

Annual Communication Plan
The busy programme of events and marketing activities that CHIC is due to be involved in in 2026/27 was reviewed and supported. 
- Progress in the run up to the CHIC Conference on 3
rd June is positive and the Board was keen to increase attendance by members.

Service Review – Building Safety and Compliance
- CHIC’s Board reviews each of the 8 Services on a rotational basis.
- Building Safety and Compliance is a very popular Service for CHIC’s members, with 228 current live contracts being delivered to 108 members by 103 suppliers.
- The Board agreed that this Service offers a range of important options to members and should continue to be central to CHIC’s ‘all things asset management’ offer.

IT Systems
- The Board reviewed CHIC’s ongoing investment plan for its self-developed software platform, CSol, and supported the continuation of the systems evolution.

Social Value Update
- It was noted that the contractual social value outputs for the year to date were positive and that CHIP was now becoming oversubscribed for its CCF grants.
- Previous CCF funded projects were reviewed in respect of geographical location. The Board was pleased to note that nearly all had delivered community investment in locations where CHIC’s members are active and thus contributing to income.

  1. Next Meeting

CHIC’s Board will next meet on Wednesday 17th June.

Marcus Belton

I’m Marcus, a Coordinator in the Member Services team. I hold a degree in Business Management and Marketing and bring experience across retail and startups. Previously, I worked at Outfts, where I helped onboard brands and influencers to build a fashion platform connecting styles at different price points; the company was later acquired by Amaze and the technology continues to evolve. Most recently, I supported the launch of a new B&M store in Royal Tunbridge Wells, helping lead staff and stock operations to achieve award winning performance. I am now focused on using my experience to support and strengthen relationships with members of CHIC, based in our London office in Waterloo.


The Housing Forum Conference: Key Insights and Summary
We were pleased to partner with The Housing Forum in March and delivered a new conference focused on the future of the social housing sector titled ‘Housing Horizons’. At a time of increasing pressure across the sector, the discussions held were particularly valuable in addressing the challenges facing housing professionals and the communities they support in London and the South East.

We are grateful to all speakers, delegates and exhibitors for their contributions. The expertise and innovation shared throughout the event will play an important role in developing more sustainable and effective solutions for the sector. This Month’s Housing Update:


Government Allocates £41m to Councils to Enforce Renters’ Rights Act
The UK Government has confirmed an extra £41 million for local authorities in England to help enforce the Renters’ Rights Act, which comes into force on 1st May 2026. This takes total enforcement funding to nearly £60 million.

The funding will support councils in enforcing the ban on Section 21 evictions, tackling illegal rental practices, and issuing penalties for non-compliance as part of the new tenancy framework.

Homes England Launches National Housing Bank to Accelerate Housing Delivery
Homes England has launched the National Housing Bank, a new public investment body designed to speed up delivery of homes and mixed use developments across England. It will provide debt, equity and guarantees for complex housing projects.

Backed by up to £16 billion, the bank aims to unlock private investment and support delivery of over 500,000 homes, with a focus on stalled schemes and SME housebuilders.

London Social and Affordable Homes Programme 2026–36 Launches
The Mayor of London has launched a £11.7 billion programme to deliver new social and affordable homes across the capital between 2026 and 2036. The scheme is focused on increasing long-term housing supply.

At least 60% of funded homes will be for social rent, with the remainder for other affordable tenures. The programme is designed to address housing need and improve affordability across London.

UK’s Largest Housebuilder to Cut Land Purchases Amid Market Uncertainty
Barratt Redrow, the UK’s largest housebuilder, has announced it will significantly reduce land purchases, cutting back approvals as part of a more cautious investment strategy. The company cited a “less certain backdrop” driven by geopolitical instability, rising costs, and pressure on mortgage rates.

The group will now approve fewer development plots this financial year than previously planned, signalling a more selective approach to land acquisition. The move has raised concerns it could further pressure the Government’s long-term housing delivery targets, including its ambition to boost overall supply.

CHIC Procurement Team Supporting the New Procurement Regime
As the new public procurement regime continues to embed across the sector, CHIC’s Procurement Team is proud to be playing an active role in supporting its successful implementation.

Through our involvement in the Cabinet Office’s Communities of Practice, members of the team have been recognised as Advanced and Expert Practitioner Superusers, reflecting their expertise and commitment to driving best practice.

In this role, the team has supported the adoption of the new regulatory framework by acting as trusted advisors, identifying implementation challenges and sharing insight across a wide network of public sector professionals. This collaborative approach has contributed to a strong and growing community focused on knowledge exchange and continuous improvement.

Being at the forefront of sector and procurement developments is important to CHIC. Our active engagement ensures that we remain up to date with the latest guidance, policy changes and best practice, enabling us to provide informed, effective support to our members and supply chain partners.

Dynamic Markets

In line with the Procurement Act 2023, CHIC’s Dynamic Purchasing Systems (DPS) will be progressively replaced by Dynamic Markets.

Delivering Added Social Value

Through the Community Chest Fund, CHIP is proud to support Amber Bee, an initiative delivering important anti-social behaviour and mental wellbeing programmes to children aged 8–11 in primary schools across England.

The Impact of Early Intervention
This project serves as a critical preventative measure. By engaging children before they become involved in anti-social behaviour, Amber Bee supports long term community safety. The programme also prioritises mental health, teaching students how to manage complex emotions, build resilience and maintain a positive outlook on their future.

Proven Success in the Community
Amber Bee relies on external funding to sustain its reach. A recent collaboration in Telford, supported by CHIP and the Housing Plus Group, has already demonstrated remarkable results. With CHIP’s financial backing, the programme successfully reached 4,691 children identified as being "at risk."

Delivering Warm Homes at Scale Across Wiltshire

Wiltshire Council needed a compliant and efficient way to deliver the Warm Homes Local Grant at scale, supporting fuel poor households across the county. By appointing EDF as Managing Agent through the CHIC Healthy Homes Framework, the Council secured a turnkey service covering the full process - from resident engagement and eligibility checks to technical assessments, retrofit design and delivery of energy efficiency improvements.

This approach enabled rapid mobilisation, reduced procurement time and eased pressure on internal teams while maintaining strong governance and compliance. With CHIC’s support and EDF’s delivery expertise, the programme has been scaled effectively, helping more vulnerable households access funding and benefit from improved home energy efficiency.

Homes England National Housing Bank – a step closer to solving the housing crisis?

The launch of the Homes England National Housing Bank is a major government initiative aimed at addressing England’s housing crisis by unlocking large scale investment to accelerate the delivery of new homes and regeneration projects. Backed by up to £16 billion of public finance, the bank is designed to work with developers, housing providers and investors to increase housing supply and overcome barriers to delivery.

By offering a mix of debt, equity and guarantees, the National Housing Bank aims to crowd in private investment and support the delivery of over 500,000 homes alongside wider infrastructure and regeneration schemes. Navigating the Town and Country Planning Regulations 2026: What It Means for Social Housing Providers

Achieving net zero in housing has moved beyond ambition to the challenge of large scale delivery, with many organisations still facing barriers such as fragmented supply chains, inconsistent funding and limited coordination. The article highlights that decarbonisation cannot be delivered in isolation and that greater alignment across policy, procurement, delivery partners and residents is essential to make meaningful progress.
