Brexit: The Supply Chain Solution

 

The future of social housing was discussed at CHIC’s Annual Conference last week, following an informative presentation held by Andy Howarth from Platform Housing Group, Andrew Dudley from Wright Hassall, Joe Scurr and Gordan Shirley from CHIC and chaired by BBC Home Editor Mark Easton.

 

Logistics

Arguably, the main issue that the social housing sector is going to face is the logistical changes to supply chains. With materials like timber being imported from the EU, merchants and suppliers have already begun contingency planning to maintain their sustainability and have adopted the approach of stockpiling materials; however, it’s a temporary solution – longer term trade deals do need to be clear.

 

Labour

The potential knock-on effects for labour are starting to bite some contractors, particularly in the south east. Half of construction workers in London come from the EU and many have already moved elsewhere in Europe to avoid being ‘stuck’.

 Going from a blanket agreement to, well, who knows what, is going to be a huge change regardless of the specifics. The social housing market is inevitably going to have to learn to adapt no matter what comes its way; Deal or No Deal is just the beginning of something bigger.

 

What is CHIC doing?

Although the UK is going Brexit crazy, there’s no need to panic. CHIC has been actively collaborating with its members suppliers to gather intelligence on what is being done to avoid disruption in the supply chain. 95% of Manufacturers and Distributors already have plans in place to mitigate for a No Deal vote, with the majority judging disruption as low risk.

CHIC’s Merchant Services Manager is of the opinion that: “The worst thing that we in the social housing industry can do right now, is to put our heads in the sand and hope that this storm will pass us by. The first thing that will be affected will be supply chains, so we are actively working with CHIC’s suppliers to ensure our members suffer the least possible disruption. 

Consortia such as CHIC are better positioned to notice trends in the market that individual housing associations might not see, giving the number of suppliers we engage with. Having a pool of suppliers providing the same type of service, normally via a framework, will allow members that purchase through that group a better understanding of if and how the market is changing.

In these trialling times, co-operation is key, and instead of we can do it better, we need to do it better together.

Reflections from the Board

 

Board Update

Sadly, we had to say goodbye to two Board Members – Dan Gray and Andy Howarth. Both have been invaluable in their support for CHIC. Andy however has not been allowed to totally cut his ties and was re-elected as the first Board co-optee. His finance knowledge is invaluable.

We also welcomed two new board members – Jayne Bissell, Group Procurement Manager at Connexus and Naeem Nawaz, Head of Business Finance at Accent. Both will be great additions to the team.

Governance Review

CHIC’s board has now completed its Governance Review. CHIC remains a member led consortium. Members define the strategy and business plan, to ensure that CHIC has products and services that help members to save money and time in procurement and to be more efficient with managing their assets.

Key governance changes include:

  • Appointment of an independent chair
  • Board membership of 10 directors with a maximum of 2 independents
  • Focus on a skills mix to draw appropriate member expertise in CHIC’s governance
  • Maximum 9-year term (3+3+3) for Directors

To formalise these changes, CHIC held an Extraordinary General Meeting on 20th March, when appropriate changes to its Article of Association and Members Agreement were approved.

 

Reallies Partnership Update

After careful consideration by the board and member consultation, it was agreed that CHIC is to leave the Reallies partnership and to become an ‘Unaligned Licensee’ back in May. CHIC’s members want a wide range of services that CHIC is best positioned to deliver directly.

CHIC will continue to work with Reallies which will support the range of projects already being delivered for CHIC members on existing framework.

Membership

CHIC is actively seeking new members to join the consortium. With over 70 members currently, we aim to keep growing to bring the maximum amount of cost savings and efficiencies. CHIC members collectively manage c. 700,000 homes across the Midlands, South and South Wales. Membership is open to housing associations and local authorities, for any variety of CHIC’s services.

 

CHIC Conference 2019

Our 9th annual CHIC Conference was a great success this year. We received a fantastic turn out of over 300 delegates and 38 exhibitors. CHIC showcased a range of interactive workshops covering sector related issues such as complying with fire safety regulations, the potential knock on effects of the social housing green paper and what is to come for social housing post brexit. We also tried something knew and hosted legal surgery sessions for delegates who received expert advice on housing management, procurement law and property and development which we will be continuing next year. Thank you for all of the valuable feedback from attendees which will be used to make our 10th annual conference even better.

Many believe that social housing is nearing the bottom of the agenda when it comes to the implications of Brexit and is being heavily overlooked.
