Board Briefing

CHIC’s Board meets once a quarter – this article updates CHIC’s stakeholders on key issues discussed.

CHIC’s Board met on 30th March 2022, with a full agenda. The Board, comprising mainly member representatives, is responsible for the strategic direction and oversight of all of CHIC’s activities.

 

Key issues and decisions were:

 

CHIC’s Governance

  • Board member appraisals and skills were reviewed to ensure that there are adequate skills and experience to maintain effective oversight of all of CHIC’s activities.
  • The Board decided it needs to recruit a new Director with development expertise, to fill the current vacancy.

Member and Supply Chain Surveys

  • Draft perception surveys for both members and supply chain partners were reviewed and approved.
  • These have now been circulated and feedback on what CHIC does well and can do better will be considered by the Board at their Strategic Awayday in mid-May.

Members Agreement

  • The Board reviewed a revised, much simplified, Member’s Agreement and Articles of Association and approved changes to be recommended to all members.
  • They agreed that members now be consulted and asked to approve the changes at a General Meeting on Friday 27th May 2022.
  • If approved, all members will then be required to formally sign revised Agreements, to be distributed by DocuSign.

New Social Value Charity

  • To increase the visibility of CHIC’s social value activities, the launch of a new Charity was approved – Communities and Housing Investment in People – CHIP.
  • The first Trustees have been identified and the application to the Charity’s Commission to register CHIP was approved.

Budget for 2022/23

  • CHIC continued to grow its member support activities during 2021/22 and this is forecast to continue into the new financial year (commencing for CHIC on 1st June).
  • To support growth the Board approved the addition of new roles to support procurement, member services and social value. Recruitment has now commenced.

Annual Communication Plan

  • The communication and marketing programme for the next year was reviewed and agreed, which will include CHIC’s 2022 Conference taking place on Thursday 16th June.
  • CHIC will also exhibit at the CIH Conference at the end of June, at HOMES in November and NHMF next February, as well as being represented at a wide variety of other events.

Review of Building Safety and Compliance Services

  • At each of its meetings CHIC’s Board now reviews one of the eight core service areas which at this meeting was Building Safety and Compliance.
  • This critical service for members covers a range of products including compliance audit, fire safety, lifts, asbestos, water hygiene, gas & electrical safety, consultancy and a range of other building systems.
  • The Board endorsed the importance of building safety and compliance being a core part of CHIC’s services to members, to ensure that people are safe in their homes.
  • Currently, 42 members use CHIC’s compliance services, using 22 supply chain partners across 29 product areas. There are a further 61 new contracts pending.

Operational Reports

  • At each meeting, CHIC’s team reports on a range of operational activities, including managing risk, the forward procurement plan, financial and operational performance.
  • Currently, 132 members are using CHIC’s services, being delivered through 336 live contracts.
The Board noted that new procurement activity is very active, with many members choosing to conduct mini-competitions either under frameworks or CHIC’s very popular Dynamic Purchasing System.

Fire Safety

CHIC’s insight into the challenges faced by Registered Providers in maintaining fire safe buildings and how an effective ‘route to market’ is imperative.

Properties in social housing come in all shapes and sizes, and have a variety of maintenance, repair and retrofitting requirements. One thing in common however, is the need for these homes to be safe for customers and service users.

Having access to the right fire safety consultants and contractors is one of the key aspects of this, but how can you ensure your buildings are going to be fit for purpose and protect your customers?

Events over the last five years have rightly put higher expectations on the requirements to ensure homes are safe from fire risk throughout the design, construction, occupation and maintenance of the property.

There are many regulations Registered Providers need to comply with, such as the latest recommendations from the Hackett report and the Fire Safety Bill. Whilst landlords should ensure they are keeping up to date, the route to market to meet these requirements should be robust and have been subject to a stringent tender process to ensure the landlord remains fully compliant. 

Landlords also need to have confidence that contractors and their operatives delivering any works do so in accordance with legislation and hold the correct accreditations.

Landlords working closely with their chosen framework provider is key to ensuring that the specification and pricing model is adequate and appropriate for their needs and specifications.  One key issue not to be overlooked are the interests of customers and the impact of any works on their day to day lives.  Leaseholders are consulted as part of the process where Section 20 applies, but generally more customer involvement in the procurement process should be encouraged.

 

Quality over cost

Quality truly is key when it comes to fire precaution. The safety of customers should be of the upmost priority and cutting corners to save money is NOT an option. Understandably RPs’ want to find a cost-effective solution however, going for the cheapest solution may not only put customers at risk, but may result in costly remedial works down the line. A landlords responsibilities to ‘get it right’ are being significantly strengthened in the new Building Safety Bill; design responsibility and liability returns to where it should be – the landlord.

With an in-house team of fire risk assessors, we are well positioned to provide expert advice on property and resident safety. And whilst we believe that no one actively sets out to put people at risk, it’s our job to advise when we feel there are better solutions, or the proposed solution is not the correct one.”

Making sure frameworks have competent, accredited contractors using approved materials is key; this is partly why CHIC works with its members to set the most sensible cost / quality balance during the tender process.

 

Common issues

Although not ‘one size fits all’, with each RP working towards it’s own specific outcomes, some commonalities do arise, which often start with the Fire Risk Assessments.

Some identified actions from FRAs’ can appear rather vague. This results in the requirements being more costly than initially described. This is dictated in some respect by the type of FRA undertaken, but also occurs once a contractor is on site and carries out a more intrusive survey to price the required remedial works.  No stone should be left unturned to ensure that a building is left in a safe condition and provides the correct levels of fire protection when the contractor withdraws from site. The landlord needs full knowledge and oversight during the works to be certain that both the design and execution of any work required is to the requisite standard.

With current supply chain issues and inflationary pressures in the wider economy, timescales for the supply of materials, especially fire doors, remains an ever growing issue. Getting insight into upcoming supply issues via constant communication with the supply chain is important to lessen the impact on planned programmes.  Where possible, planning programmes as far ahead as possible is critical.  Delivering such works on a more responsive basis can prove difficult for contractors and suppliers.

 

Route to market

All public sector construction frameworks, particularly those that focus on high risk works, should prioritise safety. They should also be taking into consideration any longer term impacts of work required now, (can/should other work be included to minimise the disruption for residents?) and of course all contracts must be delivered in an environmentally and socially responsible way that delivers value for money and social value.

Consulting the supply chain which delivers the works before developing any framework is key to making sure it is fit for purpose.

CHIC’s services and procurement solutions are created following consultation with members to understand their needs, but also with the supply chain to understand how their service delivery can be optimised. CHIC’s managed service fully supports the procurement process, with dedicated member services and supply chain management engagement not only at procurement stage, but throughout the terms of any contract awarded.

In addition to CHIC’s frameworks, which facilitate either further competition or direct award, they also have a range of Dynamic Purchasing Systems.  These offer an alternative route to market which allows for contactors and suppliers to join the relevant category at any time and tenders can often be delivered in a faster timeframe.  This can be particularly useful to their members where they wish to engage with a more locally based supply chain, and also where Section 20 applies for leaseholder properties.

Social Value Charity

CHIP (Communities and Housing Investing in People), our new charity will be launching this June.

Community investment and delivering social value are core to CHIC’s objectives. Embedded in each in each major contract with an annual value of more than £1m is an obligation for contractors and supply chain partners to provide a full-time training opportunities at NVQ level 2 or level 3. CHIC also supports people distant from the workplace into employment and wants to support other community projects.

Part of CHIC’s business strategy is to make our Social Value contributions clearer. So, this year we are establishing a new charity – CHIP – to manage these activities.

CHIP will work proactively with contractors and suppliers to ensure that all contractual obligations are achieved and it will commission and monitor Local Employment Groups and other voluntary sector organisations to create and support employment opportunities for people who are disadvantaged and distant from the workplace.

CHIP will also manage a rolling programme of small Community Chest grants for members, by inviting, evaluating and monitoring outcomes for projects where grant funding will enable local groups of residents and community stakeholders to secure meaningful improvements to community wellbeing and social value.

The charity will be governed by five trustees, this comprising two CHIC Board members and three independent representatives. Funding will be primarily provided by CHIC.

Sponsored Walk

Last month, CHIC’s team set out to raise £2,000 for charity with a 15-mile sponsored walk. We are delighted to have exceeded our goal and raised £2,250, to be shared between St. Basils and our own CHIC Charity. Many thanks to all who donated and for the teams’ valiant efforts. 

 

 

We presented St Basils with their donation in CHIC’s office – once the aches, pains and blisters had healed!

 

 

 CHIP’s share of the funds will provide the help needed to get someone into work, who might otherwise not get that opportunity.

Membership Agreement

CHIC’s Board decided to update the CHIC Members Agreement this year, to make it more straightforward and reflective of the needs of a larger consortium.

The existing Members Agreement was originally developed and structured for the seven Founding Members, who assumed there would be some progressive but modest growth in membership.

The current Members Agreement is cumbersome and the process by which new members join is more complex than need be for both the CHIC team and our members. Our aim is therefore to simplify the Agreement itself and to make the process by which new members are admitted as efficient as possible.

Proposed changes involve making the Members Agreement much clearer, updating its Articles of Association and limiting the need to consult members on some business decisions that the Board can take.

The current Articles require members to agree the proposed changes – firstly at a general meeting and then if agreed, to sign the new, revised documents.

Victoria Speakman, CHIC’s Head of Member Services said “Having been an account manager for CHIC for over 7 years, I have had many projects delayed due to the need for members to review the lengthy documentation. Simplifying the process will be beneficial to all members.”

All members will be contacted electronically with an explanation of the request for the approval to change, with the option to attend a General Meeting or to provide a Proxy vote. Please keep a close eye on your emails WC: 11th April 2022.

Unlock Net Zero

CHIC delivers a wide range of PCR 2015 compliant procurement solutions, through frameworks, contracts and a dynamic purchasing system. But we also provide on-going support to members and the supply chain, to ensure that all work together to drive efficiencies from aggregation of demand and through effective collaboration.

Never has it been more important to get the housing sector to work together through effective collaboration. The ‘net zero’ target for 2050 might still seem quite distant, but is this now within the normal 30-year investment planning cycle for a social housing landlord.

What we know is that more investment is needed and each landlord needs to do to their homes will only emerge over the next few years, as their own investment plus net zero asset management strategies are developed and refined. But we already know they will all include:

  • Improvements to the insulation of their homes (FABRIC FIRST)
  • Investment in new heating systems and renewable technologies (M&E work)
  • Significant regeneration – for those homes that are unpopular and that cannot be cost effectively improved.

CHIC sees its role as a Founding Partner of UNZ remaining an important focus for members. Although the sector has come a long way, there is still a long way to go. Decarbonisation was not on the agenda until a couple of years ago, and now it is the ‘buzz word’ for many. Suddenly there seem to be lots of experts in the field but who do not necessarily have the experiences to demonstrate such claims.

By collaborating with like-minded organisations across the housing and construction sectors, we can together unlock what ‘Net Zero’ really means. In turn, CHIC can engage its wide cohort of members and contractor, consultant, supplier and manufacturer partners in the efficient delivery of a whole new chapter of investment in members’ homes, making warmth more affordable for residents and reducing carbon.

We look forward to our continued support to this important agenda and using the wealth of knowledge in the CHIC team, and our position amongst between sector experts to publish useful content for all to benefit.
