Housing and Planning Minister

This month CHIC hosted a Round Table Discussion in Wolverhampton with Marcus Jones MP, the new Minister for Housing and Planning at the Department for Levelling Up, Housing and Communities.
 
This was the first time the Minister had met with senior representatives from the affordable housing sector. Present at the gathering were CHIC members, social housing landlords, and CHIC’s supply chain partners, contractors, consultants, merchants and manufacturers.

  • Delivering affordable new homes – meeting demand and embracing MMC

Newbuild Round Table

CHIC is planning to procure a new Gold Standard development framework, to offer solutions for newbuild development and regeneration schemes of all types and sizes across the UK. It will be a route to market for members. We also intend to establish a ‘framework core group’ that shares learning, understanding and ideas and promotes standardisation - the adoption of offsite manufacturing for new homes.

We already have a comprehensive Development Dynamic Purchasing System in place, together with some long-term contracts with MMC manufacturers and turnkey contractors. CHIC’s previous development framework expired last year, so we now plan to replace it with this updated offer.

We want a framework structure that will work for our members, for contractors, for consultants and for MMC manufacturers. We want these stakeholders to help us plan how a new CHIC framework should be structured.

So in July, we brought together key stakeholders to discuss seven questions to help shape CHIC’s new framework, gauging what our members and supply chain partners need to ensure the sector is taking the necessary step change to becoming more sustainable and embracing MMC to deliver new homes.

The questions considered are set out below. A summary of the feedback is also available on CHIC’s website.

Questions Considered

 

How should the framework be structured in terms of lots? Consider contractors, MMC manufacturers, turnkey solutions and consultants, across small, medium and large newbuild and regeneration projects. Think about geographical coverage / restrictions and project size bands. What about net zero commitments and passivhaus? What about employment and skills targets?

Stakeholders considered that the framework “Should be flexible to suit different regional and geographical locations, then structured by value bands for small/medium and large contracts.”

 

How big should the framework be? Think about numbers of contractors, MMC manufacturers, turnkey contractors and consultants; what is the fair balance between offering a market solution for many and establishing a framework with limited work for the appointed supply chain? How long should the framework last for (standard 4 years or longer?)

The consensus was to achieve a balance between offering choice to suit different size projects and geography to contain the number of framework participants so all have a real opportunity for work. Ideally, the framework should be for longer than four years, to enable opportunities for shared learning and experience, given the length of time each development project takes.

Members should commit a meaningful scale of programme to support the framework and to attract committed contractors, manufacturers and consultants.

Ideally the framework should adopt standard house types, with standard room and window sizes – all of which could utilise either modular or panelised construction and could be ‘stretched’ to accommodate larger house requirements.

 

How should CHIC run the procurement process? What is the right cost:quality balance? How many previous example projects is it fair to ask for? How do we ask about financial standing to still be fair to new entrants? What cost information do we ask for at framework tender stage and should this be based upon standard house types/scheme sizes/preliminary rates and overhead and profit percentages? How should the framework deal with inflation?

The views on cost:quality were firmly in favour of quality, probably 30% cost : 70% quality. Through standardisation and volume, the aim should be to share a lot of pricing information and replace decision making on price (as is so often the sectors approach for development) with value.

The framework should get stakeholders to collaborate and encourage volume and standardisation to drive better volume. Framework pricing inflation should be geared to a construction cost index (BCIS) instead of RPI or CPI.

 

What forms of contract should be provided for? Are you happy with using the FAC-1 and Gold Standard objectives? Should we be prescriptive or flexible for call off contracts? How do we try and address contractor vs MMC manufacturer liabilities/warranties? How do we include in the framework tender standard documents that individual members/clients/consultants/lawyers won't want to amend?

Discussion identified current limited knowledge of FAC-1, but showed support for a collaborative framework.

Some flexibility should be permitted on the forms of call off contracts available, given the likely diversity of projects the framework may support.

 

How does CHIC achieve framework market excellence to become a Gold Standard exemplar? What have we got wrong in the past and should change? What do others do differently or better? What / where is our main competition and how can we compliment rather than compete?

It was agreed there is a big ‘ask’ of the housing sector to collaborate in order to adopt the recommendations in Construction the Gold Standard. Together, CHIC’s members have an opportunity to embrace MMC at scale to drive efficiencies, but to do so they need to accept some standardisation (in designs and specification), rather than each project or client being very individual; good designs and ‘sense of place’ can be delivered with standard house types.

CHIC also needs to shift the approach from the cost of construction to whole development / while life costs.

 

How does CHIC promote and secure maximum social value through a new framework? Given that development projects are relatively short term in relation to the term of apprenticeships, what can we do to secure suitable training and career development in construction? Can standardisation and collaborative value contribute to more social value?

The consensus was that the framework should promote Social Value on a project by project basis, but that CHIC should coordinate collaborative working, so apprentices could be offered opportunities across multiple sites.

CHIC needs to work with the sector to promote the effectiveness of careers in construction and housing. The definition or understanding of ‘local employment’ needs to be restructured to recognise that when homes are built in a factory, that may be a different locality – all consistent with Levelling Up.

 

Once CHIC's Gold Standard Newbuild Framework is established, how should we manage it to encourage knowledge sharing and promote best practice? Consider structure, frequency, scope of engagement, administrative burden vs strategic benefits and marketing opportunities. How will we be able to demonstrate its net zero / environmental deliverables and how can we engage framework stakeholders in generating jobs and construction skills training?

CHIC should aim to include provision for a framework ‘core group’ to get all stakeholders together on a regular basis – perhaps quarterly – to share experience and learning. This will help to promote collaboration, standardisation and reflects recommendations in Constructing the Gold Standard.

Procurement Update

This new CHIC framework has been developed to provide an efficient, value for money procurement route for social landlords and other public sector bodies for the design, supply and installation of roofing systems and associated works in all types of refurbishment and new build projects.


The framework scope includes the design, supply, installation and associated works for: 

 

 

AND MIXED ROOFING PROJECTS COMPRISING A COMBINATION OF BOTH

 

The tender was carried out in strict accordance with the EU Procurement Directive and UK public sector procurement rules.

Places on the framework were awarded to five suppliers across the lots for flat roofing and pitched roofing systems and thirteen roofing contractors in the two workstreams across the lot for flat and pitched roofing works. The term of the framework is from 5th July 2022 to 4th July 2026. However, individual call off projects can be completed beyond the four-year duration of the framework as long as a contract is in place prior to the framework expiry date.

 

Lot 1 - Flat Roofing Systems
Includes the design, supply of traditional flat roofing products to include (but not be limited to), asphalt, systems, torch on systems such as bituminous built up roofing systems, flame-free systems such as single ply, bituminous systems and GRP. This may include associated products and works such as flashings, fascia, soft, weathering and rainwater items.

 

Lot 2 -Pitched Roofing Systems
Includes the design, supply of traditional pitched roof coverings to include (but not be limited to), plain 
concrete tiles, interlocking concrete tiles, interlocking resin or slate, plain clay tiles, interlocking clay tiles, natural blue, black and grey slate, fibre cement slate, all to include flashings, facia, soft, weathering and rainwater items.

 

Lot 3 -Roofing Contractors
Includes the design, supply and installation of traditional flat/pitched roof coverings to include (but not be limited to), plain concrete tiles, interlocking concrete tiles, interlocking resin or slate, plain clay tiles, interlocking clay tiles, natural blue, black and grey slate, fibre cement slate, all to include flashings, facia, soft, weathering and rainwater items.

Applicants were required to provide evidence that they have in place the relevant health and safety, environmental, equality and quality systems to be considered eligible for the Framework (full details available on request). A single stage open tender process was used.

CHIC Team Changes

Welsh Optimised Retrofit and Building Safety

CHIC has developed a Dynamic Purchasing System (DPS) to procure Bidders of Domestic Energy Efficiency Retrofit Installation Services. Working in partnership, CHIC and its Welsh Members will deliver Energy efficiency solutions to homes within the Welsh geographical regions. The Optimised Retrofit project will see homes across Wales made more energy-efficient.

In line with this new service, CHIC has expanded our procurement team – a new Procurement Coordinator and Procurement Manager to deliver the works, reporting into Jackie Leonard (Head of Projects - Wales).

Katie Carey will be joining the team as Procurement Manager in September, planning and delivering all procurement activities as required by our members in Wales, including the day-to-day DPS mini-competitions. Supporting Katie, we have appointed Michael Klotz as Procurement Coordinator, managing, administering and delivering the compliant procurement of new framework agreements and long term contracts.

All these team members are based in Wales.

 

 

Member Services Team

Our Member Services Team is overseen by Director of Member Services, Stephen Sharman. The team has also grown in the past month, to support CHIC’s growth in membership and service delivery. Operations have also been split into more focussed geographical areas to meet specific regional requirements.

We have recruited a new Head of Member Services representatives.

Vicki Clements joins in September to manage member services in the East Midlands and Eastern England.

These key roles involve constant liaison with members to ensure that existing contracts and support are delivering as expected, as well as to create and deliver growth in CHIC’s member services support.

Reporting to CHIC’s Marketing Manager, this key role has two main functions: supporting with the delivery of CHIC’s marketing strategy including programming, coordination and monitoring of events, promotion of CHIC’s services and keeping abreast of competitor activity. It will also provide key administrative support to the CHIC team.

This year CHIC established a new charity, Communities and Housing Investment In People, known as CHIP, to work proactively with contractors and suppliers to ensure that all contractual social value obligations are achieved. CHIC will also work with Local Employment Groups and other voluntary sector organisations to create and support employment opportunities for people who are disadvantaged and distant from the workplace.

The charity will be officially launched at a round table discussion and networking lunch on 13th September at Conference Aston, Birmingham. The discussions will focus on what our stakeholders want CHIP to deliver in the short, medium and long term. CHIC’s chair will also outline the consortiums expectations and introduce the new CHIP Chair and Trustees.

SECURING CONTRACTUAL APPRETICESHIP AND TRAINING OUTCOMES

CHIC procured higher value contracts include requirements for contractors and suppliers to deliver apprenticeships. Are these set at the right level (one per £1m spend per annum)? And how should CHIP’s Social Value Manager work with these organisations to ensure social value outcomes are maximised for CHIC’s members communities?

SUPPORTING LEGs’ TO GET PEOPLE INTO WORK

CHIP aims to support 30+ people each year into sustainable employment, where previously distant from the workplace. CHIP will provide grants to local employment groups to find and support these people into work. Is this approach the most effective use of CHIP’s resources? Is there more we can do connecting CHIC’s supply chain to CHIP’s LEGs’? How do we spread the outcomes geographically, to support the communities of CHIC’s members?

CHIP’s COMMUNITY CHEST

Part of CHIP’s annual funding is to be dedicated to a new Community Chest. In 2022/23 this is £30k. What criteria do we set for qualifying bids to the fund (type of project, community benefits, revenue vs capital, match funding, applicant status etc.)? How do we then determine priorities, allocate funds and release grants?

ANNUAL AWARDS FOR ACHIEVEMENT

CHIC has presented annual awards for apprentices and trainees from members and the supply chain, to those who have achieved most in their role. Recipients receive a trophy and voucher and, importantly, recognition of their achievements. Now CHIP has a responsibility for these awards, how will they be focussed and promoted to give maximum opportunity to apprentices and trainees to be recognised for their individual achievements? How many awards should we present and what should they be for?

ADDED SOCIAL VALUE

CHIP will receive dedicated funds annually from CHIC to fund the defined outcomes around contractual commitments, LEGs’ and the Community Chest. What else can CHIP do to enhance the social value benefits that it secures and delivers? Are there reasonable targets around securing additional funds and providing added value?

Members Agreement

CHIC’s Board decided to update the consortiums Articles and Membership Rules in the first part of 2022. The objectives were:

  • to modernise the Membership Rules, to reflect the scale of CHIC’s current membership
  • to make it more efficient and straightforward for new members to be admitted (by simply signing consent to agree to the Rules)
  • to use the opportunity to review total membership and to remove inactive members, where appropriate.

 

CHIC started with a membership of 7 founders but by the end of 2021 this had grown to 216 member organisations.

 

The Board has been involved in a progressive process to effect these changes, which has been:

  • the issue of a Notice of a General Meeting to all 216 current members advising of the proposed changes
  • a General Meeting held on Friday 27th May 2022 – where formal approval to the changes was agreed
  • a DocuSign request for the signature of an Agreement to Terminate the existing Members Agreement and replace it with new Membership Rules.

As a result of this exercise, members who are no longer actively trading through CHIC have been identified and reviewed. Our membership has now been reduced from 216 members to around 150.

120 of members have since accepted the new agreement, therefore if your organisation is one of those remaining who have yet to sign, a member of the CHIC team will be in touch in the coming weeks to discuss the request.

For new members now joining, the ‘sign up’ process is very straightforward, just with a need to sign a consent form. 

 



News from the Supply Chain

Supplier day with Bristan

Last Month, CHIC members were invited to ‘meet the team’ at Bristan, UK’s number one for taps and showers at its Tamworth HQ in Staffordshire, as part of a regular supplier day. The objective of the day was to offer CHIC members the opportunity to meet directly with a supplier to better understand its product offer and suitability for specification within our members projects. The Bristan team gave members the chance to get ‘hands on’ with their products and understand more about how they can be specified with confidence – meeting any necessary compliance standards. It was a packed and informative day, with a Warehouse tour, a visit to the UKAS accredited on-site test lab and customer service operations department, a couple of product challenges and a quiz!
