Newbuild Framework

CHIC's aspiration is to establish a new Gold Standard development framework, to offer solutions for development and regeneration schemes of all types and sizes across the UK. But as well as a route to market for members, we intend to establish a ‘framework core group’ that shares learning, understanding and ideas and promotes standardisation and collaboration.

In July, we held a successful roundtable consultation event, seeking stakeholder input to the procurement of this new newbuild framework by CHIC for our members.

The second in the series was held on 9th November, outlining our proposed structure for the framework and sought comments and thoughts from stakeholders to enable CHIC to ensure that we are offering a route to market that members want, and supply chain partners will apply for.

Positive discussions were held, which have now been published into a summary report. The framework was welcomed and we look forward to launching the procurement process formally early in 2023.

Disrepair in Housing

Tackling damp and mould

The recent sector focus on managing damp and mould has prompted CHIC to ensure that our members have the confidence to deliver compliant remedial works and damp surveys through CHIC’s procurement solutions.

Whilst CHIC recognises the difficulty in maintaining assets to a sustainable condition, it believes that an effective strategic approach will help prevent poor quality homes. Tenants’ safety is and should always remain number one priority.

Different to other procurement consortia, CHIC’s member services team and senior leadership are ‘Asset Managers who do procurement’ and ‘not just a procurement consortium’. We understand the pressures large scale delivery of works can put on RP’s, so we provide a fully managed service, supporting our members through the entire procurement process.

Stephen Sharman, CHIC’s Head of Member Services says “CHIC’s mission is to work collaboratively to deliver efficiencies through procurement and commercial support, to ensure that tenants have safe, decent homes to live in. There is a lot more that some RPs can do to ensure tenants feel safe. Mould and damp are amongst many current sector challenges which need to be addressed, and accessing effective procurement solutions helps to create efficient and appropriate solutions”.

On the 22nd November, the Government sought assurance from all providers that they have a clear understanding and strong grip on damp and mould issues in their homes and are addressing risks to tenants’ and residents’ health.

FRAMEWORK - Consultancy Services

Consultants have tendered a range of rates for specific types of project work along with competitive time charge rates.

Lot 1 - Integrated Consultancy Teams

Integrated Consultant Team (ICT) appointed to take forward projects of any works value, but generally expected to be upwards of £1m construction value providing pre and post contract services through design and construction, commissioning and in-use in accordance with RIBA stages 1-7. The ICT will prepare the tender documents to be used to appoint an Integrated Supply Team (IST) following a standalone competition advertised on Find a Tender (FTS) or already appointed by the member under a separate CHIC Framework Agreement or CHIC Dynamic Purchasing System (DPS). Core disciplines include Contract Administrator, Employers Agent, Building Surveyor, Quantity Surveyor and Principal Designer.

THE DISREPAIR CHALLENGE

In May 2022, CHIC hosted a leadership discussion on disrepair. We were keen to bring together representatives of our members with a range of contractors, consultants, manufacturers and other suppliers which make up our supply chain partnership.

CHIC had been hearing more ‘noise’ from members about disrepair. Not only had national television news coverage shone a light on examples of disrepair horrors faced by some tenants, but the issues had been examined by the Housing Ombudsman and social landlords were reporting an increase in claims. So, CHIC thought it should examine the views of its various stakeholders through round table discussions.

Wales

Wales Team Update  - Optimised Retrofit Programme (ORP) 

Welsh Government has taken a different approach to funding with ORP 3, whereby all social landlords received a draft funding allocation for 2022/23 based on stock numbers from 2020 data. Landlords have been required to submit a business plan which, once approved by Welsh Government, will approve the funding. Indicative funding values for the following two years (2023/34 and 2024/25) have also been made available. The focus for ORP 3 continues to be Decarbonisation & Affordable Warmth achieved through assessing the best pathway for each individual home. This requires developing a building passport which sets out the journey to zero carbon based on the best value combination of fabric, space, water heating and energy improvements to lower carbon emissions. This draws on the principles set out in the report Better Homes.

Better Wales, Better World

The scale of retrofit required for existing homes is an enormous challenge but it can provide for significant investment to the benefit of local communities. CHIC in consultation with Welsh Government, has created a Dynamic Purchasing System (DPS) for Welsh RSLs’. This provides solutions for services and works that need to be accessed and to carry out the improvements to be funded by such retrofit programmes.

CHIC’s Wales Team (based in South Wales) is continually looking to get more Welsh suppliers and contractors to join the relevant DPS to support our Welsh Members with their procurement requirements. It is also worth noting we have the option of UK wide frameworks available to members if this compliant route is preferred.

CHIP

Jericho & CHIP

Jericho and CHIC have been in partnership since 2018, with CHIC funding Level 2 apprenticeships in Customer Service. This has enabled individuals to find sustainable employment opportunities, gaining experience not only through their course but in life skills, social engagement, and confidence building. Since the launch of CHIP in September 2022, Jericho is now supported by CHIP where we will work together to further support more individuals into work. In total, over 40 individuals have embarked on a course through Jericho, with CHIC’s support.

An Apprentice Success Story…

Josh Mottram started as an apprentice with Jericho in 2018, with his course being supported by CHIC. Following completion of his apprenticeship, Josh went on to secure employment with another local company. Following this, Josh applied for a position within The ReUsers, one of Jericho’s Social Enterprises. The ReUsers is a charity shop based in Sutton Coldfield, Birmingham, where its 15,198. sq. foot site has a range of different departments that sell anything from furniture and household items to clothing and sports equipment. The clothing store, which was an addition to the charity shop in 2022, is where Josh is now based. His role involves stock rotation, ensuring stock is washed and dried, the organisation of stock on the racks, as well as pricing, and ensuring the shop is clean and sanitised. Josh also works between other areas of the ReUsers. Josh’s experience shows that opportunities created through such partnerships can create such positive life changes for young people.

Emma Macaulay, CHIP’s Social Value Manager: ‘It’s so encouraging and exciting to see someone being able to achieve such positive outcomes following their training. Witnessing the progress that Josh has made is just fantastic and is why it’s so important that CHIP continues to support such worthwhile projects, such as Jericho’s. Jericho – The Bigger Picture

In addition to the ReUsers, Jericho has a further 6 Social Enterprises providing services to the communities it serves, in addition to supporting individuals with employment opportunities.  The Wood Shack, based in Sutton Coldfield, Birmingham, collects unused or scrap wood, selling it at its yard. This prevents wood from going to waste, or being sent to landfill sites, as 100% of the wood it collects is recycled. As well as the staff it employees, the wood shack also has apprentices who can learn a wide variety of skills to support them in seeking paid employment, following completion of their course. Apprentices are involved in collecting wood from sites, preparing wood for sale, cutting wood for buyers, and making small items for sale, such as bird houses. Enterprises such as Jericho’s Wood Shack can only exist with the support from local communities by visiting and purchasing their products. The Wood Shack is well worth a visit if you need kindling for your fire, timber, plywood or MDF to complete your DIY project! It houses a large amount of stock at very reasonable prices.

Sector Updates

Government Updates

Developers believe that the government has “given up” on the 300,000 homes target and are warning of a collapse in the industry. Michael Gove has made several amendments to the plan stating that Councils will now be in charge of controlling their housing numbers and they will not be forced to build. However, Mr Gove has said that the Government is still committed to the target of building 300,000 homes a year and it is one “we’re determined to meet”.

As well as this, Ministers are now facing pressure from Damian Green to launch the promised taskforce to increase the number of homes built for older people. Earlier this year the Government announced the need for a taskforce to coincide with the Levelling Up White Paper, released in February, however no progression has been made.

Mr Green has since spoken about the benefits of levelling up older people’s housing, stating that not only would it free up housing for younger people but also reduce the impact of the ageing population.

Free Cyber Services for Social Landlords

A government agency is now offering social landlords access to free cyber security services. With councils and housing associations being targeted by hackers, it is being strongly encouraged that social landlords sign up for this free service to prevent them falling victim to cyber-attacks.

Construction Growth

Construction output has continued to grow despite the cost of living crisis for the fourth month running.

“The overall 0.8% rise in October output came from increases in both new work (0.5%) and repair and maintenance (1.3%) on the month. This was ahead of the 0.5% seen for the UK economy as a whole.” – The Construction Enquirer
