CHIP

On 4th October CHIP will host its second roundtable event. This event is to follow the first roundtable we held in September 2022, when the charity was officially launched. We are welcoming CHIC members, contractors and suppliers to come and join us to review the impact we are having on local communities.
 
The event will discuss what CHIP has achieved in its first year and we look forward to sharing our social value successes with you. In addition, we will be seeking your input to look at what we can do moving forward to develop the charity as it progresses into its second year.
 
We look forward to welcoming you to the event, which is kindly being hosted by Aico: Maesbury Road, Oswestry SY10 8NR, from 9.30am until 2pm. Lunch is provided at the end of the event.

Corporate Volunteering
Part of CHIC’s social value programme is its Added Value, where in addition to the work we do with our partners we also deliver our own social value commitments. This year, we undertook to dedicate half a day volunteering within local communities by each CHIC team member.
 
Every member of the CHIC team has fulfilled this commitment, amounting to 99 hours of volunteered time, where we have supported a range of projects, having a positive impact on the individuals and communities we have supported. The teams contributions included:
 
Grassroots in Birmingham – litter picking around the streets of Druids Heath to improve neighbourhoods for local residents.
• Supporting staff in several schools staging events for students.
Goscote Community Garden – tidying and planting of the garden in Walsall to improve the area for local people to attend.
• Delivering training sessions to a range of sports clubs.
• Completing sponsored runs for charity.
• Providing support in running local community charity events
 
The CHIC team were pleased to be able to give back to the community and will look to continue this year!
 
 


 



Sponsored Walk

CHIC VIRTUAL WALK!
The CHIC Team is excited to announce that on 1st August we started a virtual sponsored walk to support our charity, CHIP. We have challenged the team to achieve a combined 10 million steps within three months. We will virtually map our route, visiting areas where our members and supply chain partners operate. The funds raised will be used to support local communities though CHIP’s work with Local Community Groups and community initiatives.
We have already walked over 1m steps in our first week and hope to keep up the pace!
During the walk, we will be accompanied by our lovable mascot, Chick, who will motivate us to maximize our steps and keep us encouraged throughout the journey.

Setting the pace:CHIC’s Chief Executive John Fisher contributed over 36,000 steps on 5th August, when he ran the South West Coast 25km Ultra Challenge with his daughters. This started and finished in Dunster and tackled the start of the SW Coastal Path, returning across Exmoor – in a storm!

Applications have closed and CHIC is currently assessing all of the PQQ’s received, in order to establish which consultants, contractors and MMC manufacturers will be invited to tender. The expected timetable for the remainder of the procurement process for the framework is:

Constructing Excellence

Led by chief executive Andrew Carpenter, Constructing Excellence Midlands is a progressive membership organisation committed to improving business performance in the construction industry by driving innovation and best practice across the Midlands. It is a cross-sector, cross-supply chain, member-led organisation operating for the betterment of the industry and its stakeholders - encouraging professionals to drive change and improvements. Members to CE Midlands have access to a range of knowledge-sharing and best practice events and forums, as well as local clubs and four theme groups - which champion thought leadership discussions across future skills, smart construction, climate crisis and building safety. The organisation also publishes best practice guides on a diverse number of topics, from procurement to mediation. Members have access to training, technical support and opportunities to promote projects where business objectives have demonstrably benefitted from the application of best practice methods and innovative construction technology. For CHIC members in other geographical regions there are other CE regional groups available – for details click here https://constructingexcellence.org.uk/regions/. For younger professionals in construction, CE Midlands runs the incredibly successful G4C Midlands group. G4C provides a dedicated forum and series of events for young professionals to come together to share knowledge, experience and opinions to collectively broaden their understanding of the construction landscape and develop their network. CE Midlands also offers a Diploma in Collaboration in Construction, in which course tutors from leading construction firms across the Midlands deliver experience-led educational insights on topics including the Value Toolkit, designing for the environment and collaborative forms of contract. The CE Midlands Awards celebrates best practice across the Midlands built environment. Tickets are available for the West Midlands awards dinner, taking place on 1 June at Edgbaston Cricket Ground in Birmingham. There is still time to enter the East Midlands Awards, with entries open until 5 May and the awards dinner taking place on 29 June at the Crowne Plaza hotel in Nottingham. Entries are welcomed from developers, clients, contractors, specialist and sub-contractors, engineers, of all disciplines, members of the design team and other consultants.

 



Member Services Team

This month’s CHIC BLOG is to showcase the role of the Member Services Team and how our fully managed services help support our members.
 
CHIC decided to regionalise the Member Services Team as we recognise that members requirements can differ between regions. As we have members spread across the whole of the UK it seemed like the right decision, to ensure we continue to deliver the high level of service we strive to offer.
 
As Head of Member Services for the North and North Wales, we asked Joanne Heyes to run through this important role:
 
I joined CHIC in August 2021 and what an exciting few years it has been, meeting new and existing members has been a pleasure. It’s my aim to ensure that CHIC is the “GO TO” consortium for Northern Housing Associations and with the full support of the CHIC team and the service we offer, we are well on the way.
 
A typical day can be quite difficult to explain as each day differs, which is a positive in my eyes. One of my main roles is to support our members post contract. Offering support through mobilisation, service reviews and demobilisation. With the assistance of the whole CHIC team, our managed service approach is a great asset to our members who rely on our experience and expertise to support their call off contracts. It is a key feature within my role.
 
It's essential that as part of the role I understand the CHIC products and services to ensure that when I am meeting new or existing members, I can propose the most appropriate and suitable solution for them. Whether that be a Direct Award through one of our Frameworks, supported by a robust business case, or a mini competition through a Framework or DPS. Each member and their particular requirements are different so it's essential we listen, learn and gather accurate information from the member so the right proposal and solution is achieved.
 
Spreading the word that CHIC products and services can be used by Northern members is a key part of my role and I do this in many ways. Attending key events either as a delegate or speaker, or even organising our own ‘meet the consortium’ event, it really depends upon the region. But CHIC’s amazing marketing team is on hand to support all this.
 
Of course, the role isn’t just about support and business development, there are day to day tasks that need to be completed such as updating our pipeline, reports to management and following up on meeting actions, but with our internal management systems and good working practices, these tasks are becoming more and more efficient.
 
We also get together every 6 weeks for our team meeting. This is a chance to catch up with the full CHIC team, learn about how the business is going and meet any colleagues who I haven’t managed to catch up with via teams. It's great to see the full team together, in person.
 
In summary, the role is about offering a great service to our members, being open and honest about what we can do to help and then ensuring the service offered is delivered through the lifespan of their membership.

Achieving Net Zero: Lessons Learned from Retrofitting Existing Homes and the Role Consortia Play in Meeting the Optimised Retrofit Programme in Wales

In our race against climate change, achieving net zero emissions has become imperative. One area where we can make a significant difference is in retrofitting existing homes to improve energy efficiency and reduce carbon footprints. The UK Government has a target to bring all rented homes up to EPC C by 2030 whilst the Welsh Government has consulted on the Welsh Housing Quality Standards 2023 where it is proposing that social housing in Wales is bought up to an EPC A (or SAP 92/ EIR 92) by 2033. When taking into account that 62% of homes in Wales are rated with an EPC D or below (34% even for social housing), the target is certainly ambitious.

In the UK, residential buildings alone account for a staggering 25% of the country's carbon emissions. Retrofitting these homes is not without its challenges. Aside from the high associated costs there are challenges in collecting and analysing the data to determine the right solution for each property, finding the right resources to complete the work and the need to comply with regulations to name but a few.

The Challenge of Retrofitting Existing Homes

The cost of retrofitting is estimated by the government at £9,000 per property, however, the housing sector believes the actual cost falls within a higher range of £19,000 to £25,000. The sheer scale of the task means that retrofitting UK social homes could cost anywhere between £100 - £250 billion.

This is a considerable concern and potentially not accounted for within long term investment strategies. Social Housing Landlords are operating in a turbulent and challenging environment with rising interest rates, impacting both the Landlord directly but also their residents alongside the cost of living crisis. Retrofitting to make homes affordable is essential but, as prices rise, will impact on the amount that can be achieved.

There is currently a national shortage of the skilled and qualified people to carry out works. Entrants, including micro and small to medium enterprises (SMEs’) face barriers due to funding limitations and untested models. Compliance with the Public Contracts Regulations is both time consuming and costly and achieving value for money while ensuring quality and performance during the procurement process adds complexity. Contractual and financial terms, such as demarcation of liabilities, insurance levels and rising costs due to inflation, further contribute to the challenges.

However this is also a huge long term opportunity to build up a highly skilled retrofit sector starting from raising awareness in the classroom right through to retraining and reskilling older workers and those re-entering the labour market. Micros’ and SMEs’ could play a vital role in delivering long term sustainable solutions, operating and knowing their local communities as they do. There is a huge amount of work to continue to develop the infrastructure to do this, but it is essential that investment is made both strategically and operationally in collaboration with all stakeholders.

Lessons Learned from Retrofitting Existing Homes

Our journey so far has provided invaluable lessons. One significant challenge is the need for accurate data management, including the importance of having correct EPC and SAP ratings, as well as accurate, detailed asset information. We have learnt that organisational asset management and project managers require clarity, commitment and a deep understanding of the organisation's goals.

Engaging tenants has proven to be a challenge, fuelled in part by highlights of poor practice or less efficient technology in the press and the spread of misinformation. Complex (but necessary) processes, such as PAS2035 and Trustmark, have also posed obstacles, resulting in delays in project delivery or achieving measurable benefits for residents.

From a supply chain perspective we need to see the future pipeline so they have the confidence to make the long term investment in developing their infrastructure and skilled resources. They need to have longevity of contracts; 6-12 month contracts show limited commitment and make it hard for businesses to invest for the future.

Future Considerations for Successful Retrofitting

There are several future considerations that need to be taken into account. First, it is essential to undertake PAS2035 surveys early and without waiting for funding, as this will provide valuable insights and accurate data with which to formulate long term strategic Asset Management plans. Additionally, aligning the asset management strategy, internal operating practices and business models is crucial to ensure a cohesive and effective approach.

Considering the route to market and commencing the procurement process early will help streamline the retrofitting efforts. Consideration of commissioning protocols, working practices and forms of contract is necessary to ensure efficient execution and accountability.

Engaging tenants from the outset is vital to gain their support and involvement throughout the retrofitting journey. This can be achieved by actively involving them in decision making processes and keeping them informed about the projects progress.

While it may be tempting to rush into the construction phase, taking sufficient time in the planning stage is crucial. Thorough planning reduces the likelihood of errors and allows for a more efficient use of resources. Furthermore, engaging and collaborating with all parties involved in the process is essential to reduce silo working and promote integrated efforts towards achieving goals. By fostering collaboration, knowledge sharing and effective communication, the retrofitting process can be optimised and contribute to a sustainable future.

The Role of Consortia in Achieving Success

In the pursuit of successful retrofitting programs, consortia and the utilisation of routes to market such as frameworks or Dynamic Purchasing Systems (DPS) play a vital role. By bringing together multiple stakeholders, consortia facilitate collaboration. Early engagement is critical as highlighted in the Constructing the Gold Standard Recommendations to ensure the developed solutions are fit for purpose and flexible to adhere to an ever changing market. As part of CHIC's ethos, we host regular knowledge sharing and networking events, consulting members on forthcoming and existing services, to ensure they offer and deliver what is required.

In Wales, the Communities and Housing Investment Consortium (CHIC) is playing a vital role in helping RSLs’ to deliver warmer, safer sustainable homes through the Optimised Retrofit Programme (ORP). We are proud to contribute to the ORP in Wales through our DPS solutions, which are dynamic and flexible solutions encompassing consultancy, installations, materials and measurement and audit. This ensures compliance with regulations whilst saving on costs and time, but also gives Authorities flexibility to deliver bespoke programmes of work. One size doesn’t fit all!

Back in March, CHIC brought together social landlords and supply chain partners to consider how they can advise effective delivery of the ORP, by ensuring that the sector has the right tools and solutions in place. Some of the key insights concluded that we need to get better at data sharing to inform best practice, sophistication of understanding overall asset performance needs to develop and we need to work closely with residents to inform and educate the benefits of retrofit. We plan to repeat this again in the autumn with an even wider set of stakeholders.

CHIC has 23 members in Wales and works closely with Welsh Government to deliver a suite of Dynamic Purchasing Systems to deliver the ORP and Building Safety Works in Wales, all available for its members. Any RSL of local authority can join CHIC – there is no charge to join.
