Newbuild Framework

We are excited to announce that our Gold Standard Newbuild Framework will be available to CHIC members next month, providing a comprehensive solution to deliver all types of development related services and works.

The framework lots and workstreams were shaped through consultation with CHIC’s members, consultants and contractors to ensure that it offers a compliant route to market that addresses the sectors evolving needs.

This new 8-year Framework for construction works and consultancy services will cater for a wide range of project types, from small infill and garage sites to large estate regeneration projects including newbuild, refurbishment/retrofit and cross subsidy housing for sale. It also provides MMC solutions including fully modular, frame & panel and turnkey options.

Structured into three lots with national coverage, the framework incorporates the following key elements:


Lot 1 for Consultancy Services encompasses Project Management, Architectural, Structural and Civil Engineering and Principal Designer Services.

Lot 2 offers Traditional & Main Contractors for MMC, Fully Modular supply-only solutions, Frame and Panel supply-only options and Contractor/Manufacturer Turnkey services. It provides flexibility and efficiency, allowing members to choose from a range of construction approaches that suit their specific project requirements.

Lot 3 focuses on Development and Regeneration. It is intended for large-scale projects, providing a comprehensive approach to urban renewal. It offers solutions for newbuild developments, refurbishment, retrofitting and cross-subsidised housing for sale.

The framework addresses the specific needs identified during CHIC's stakeholder consultation process, including a longer term duration, MMC options and support, consultancy services, a solution for larger regeneration projects, the use of standard contracts, BIM integration and a focus on collaborative and added social value.

We believe it will help our members to deliver their newbuild developments efficiently, setting a gold standard for the sector."


LAUNCH EVENT ON 7TH MARCH 2024 IN BIRMINGHAM 
 
Taking place at Conference Aston in Birmingham city centre, the purpose of the event is to explain how the newbuild framework will work and answer any questions you may have.


We expect to be joined by CHIC’s members development teams, MMC designers and manufacturers, contractors, consultants and our legal representatives for this procurement, Trowers & Hamlins.

The day is split into two parts. The morning will be dedicated to Lot 1 – Consultancy Services and the afternoon will be for Lots 2 & 3 – Contractors / MMC Manufacturers.

HEALTHY HOMES FRAMEWORK - SUBMISSION DEADLINE EXTENDED

CHIC is procuring for a 4 year framework for asset decarbonisation, retrofit and building safety solutions, providing a singular solution for our members to design, assess and deliver their net zero projects and programmes.
The Framework includes provision for goods, works and services and is open to social housing providers that are members of CHIC. The framework is split into 3 lots:
Lot 1 – Consultancy Services
Lot 2 – Works and Services
Lot 3 – Digitisation

We're thrilled to extend a warm welcome to Matthew Maycroft and Lewis Chant, the newest additions to the CHIC team who will be joining us shortly.

Matthew is the latest member of our growing Procurement team. His role as Procurement Officer will be reporting into our Senior Procurement Manager to engage with all relevant stakeholders to support the end-to-end delivery of new projects across a broad range of frameworks, long term contracts, DPS’ and mini competitions.

Meanwhile, Lewis joins our supply chain team as or new Partnerships Executive. His responsibilities involve managing CHIC’s relationship with the supply chain to support all programmes being delivered through CHIC frameworks, contracts and DPS. He will work closely with the CHIC Member Services Team to provide cohesive operational support services to all of CHIC's supply chain.

Construction Skills Crisis

 

Navigating the People and Skills Crisis in UK Social Housing Construction

The social housing sector is facing a shortage of skilled professionals in repairs, maintenance and construction, largely due to the perception that construction careers lack appeal. This perception hinders our ability to provide essential maintenance services and build new homes. To tackle this issue, it is crucial to transform how we view construction and housing, making them more attractive career options for individuals at all career stages.

To achieve this we need collaborative effort. This involves creating communities that not only offer suitable living conditions but also highlight the various opportunities in the construction industry. Improving career prospects requires the development of educational programmes and mentor initiatives to guide individuals toward careers in repairs, maintenance, and construction. Effective communication channels tailored to different age groups are essential for providing accurate information and dispelling misconceptions.

The integration of emerging technologies is a key factor in changing the perception of the construction sector. Modern Methods of Construction (MMC) and innovative architectural practices demonstrate the industry's commitment to efficiency, sustainability and technological advancement. The use of sophisticated technology, such as improved tracking systems for van fleet routes, enhances operational efficiency and underscores the industry's adoption of modern solutions. These technological advancements not only improve efficiency but also serve as tools to attract a new generation of professionals by showcasing the industry's relevance in the modern era.

What CHIP is doing to help

CHIP was established to support delivery of the social value objectives set for Communities and Housing Investment Consortium (CHIC). One of the six core areas of social impact within CHIP’s objectives is Employment Sponsorship, creating sustainable opportunities for individuals distant from the workplace.

CHIP’s commitment is to work with and financially support LEGs’ in the main regions of CHIC’s active members, to secure permanent employment for people who are disadvantaged or distant from the workplace, including:

-  Modern Day Slavery victims
-  Homelessness

-  Ethnic and Racial Minorities
-  Ex-armed Forces

Continuing the Conversation

This year at CHIC Conference 2024, we will be hosting the workshop ‘How do we fill the skills gap?’ – This will consider ‘Building better communities and creating attractive career prospects – are we making a difference to get people into construction careers?’

In this workshop we will explore strategies to address the skills gap and promote our sector to a new generation of workers. We will discuss the current state of the skills gap and the reasons behind it, including demographic changes and negative perceptions about a career in construction.

Our speakers will each provide their own thoughts on what we need to do and what they are already doing to attract, train and support new talent. We want their presentations to inspire some healthy debate with delegates about how, through collaboration with CHIC and CHIP.

Saxon Weald Case Study

 

Case Study: Streamlining Grounds & Tree Maintenance Procurement

Member’s Challenge

Saxon Weald contacted CHIC to assist with a large-scale procurement need for their Grounds & Tree Maintenance project, for all their housing stock. 

This exercise saw the sites split into five Lots, four for grounds maintenance and one for trees, with the possibility of a different contractor winning each Lot.

CHIC vetted all the interested contractors to onboard to our Dynamic Purchasing System, carrying out due diligence to ensure they have sufficient credentials, allowing them to bid on a maximum of two of the Lots. CHIC provided support with the tender questions and the scoring, presenting bidding contractor responses in a digestible format and quantifying answers to allow easy selection of successful applicants.

Once Saxon Weald approved selection of the winning contractors, CHIC collated all documentation so they could be onboarded to their systems. Utilising CHIC’s DPS, they conducted a mini competition, resulting in the selection of three successful contractors covering all regions.

Post-Contract Support

Recognising the need for ongoing support, Saxon Weald saw the benefit of using CHIC's managed service solution. Regular review meetings were established, fostering continuous communication between Saxon Weald, CHIC and each contractor.

These meetings became a forum to discuss potential issues and ensure that the contract runs as expected. This collaborative approach strengthened the partnership, ensuring effective management and addressing any challenges promptly.

Therefore, it is imperative for organisations to have a compliant route to market for this service.

Creating Job Opportunities

High Achievements at J Tomlinson

Terri Walker, who began as a Resident Liaison Officer at J Tomlinson in 2020, quickly stood out for her excellent customer support. Recognised as a rising star, she earned a promotion to Senior Resident Liaison Officer within 18 months and later to Customer Engagement Manager in November 2022. In her managerial role, Terri aimed to set an example and uphold high customer service standards within the growing Resident Liaison team.

In May 2023, Terri was nominated and won the CHIP Award for High Achiever of the Year during CHIP’s Annual Fundraising and Awards Dinner. Unfortunately, shortly thereafter J Tomlinson entered administration, resulting in the loss of jobs for many staff, including Terri.

Discovering Talent at CHIP Roundtable

Matt Hilton, CLC’s Operations Manager, attended a roundtable event hosted by CHIP in October 2023 that celebrated the successes of the charity’s first year. After reading the CHIC social value annual report and noting CHIP award winners, Matt, aware of J Tomlinson’s situation, reached out to Terri via LinkedIn. CLC had been looking to fill a social value manager role and Terri’s impressive interviews with Matt convinced both parties that it was a good fit.

Terri has now been working at CLC for three months, demonstrating remarkable progress. She has actively contributed to the substantial social impact that CLC achieves through its contracts. The organisation focuses on five key pillars of social value: Education and Skills, Community Engagement, Local Economies, Environmental Sustainability and Health and Well-being. CLC is involved in school outreach programmes, facilitating talks, organising work experience, hosting careers fairs and addressing mental health and staff wellbeing initiatives.

Terri Walker said “Their support not only reinstated my professional journey but also allowed me to continue contributing to a cause I am deeply passionate about. I am sincerely thankful to CLC Group and CHIP for allowing my career to thrive again.”

Emma Macaulay, CHIP Social Value Manager, emphasised the importance of networking and recognising achievements in the social value space. She pointed out that without the event, the paths of Terri and CLC might not have crossed, potentially hindering Terri’s ongoing efforts to support local communities.

Community Project Competition

 

CHIC accredited supplier Bamford Doors are once again running their very successful “Spring is in the Air” Competition which we are delighted to share with our members. They will be contributing 1 day of labour including up to 4 staff members and a value of goods of up to £1000.

Bamford Doors truly make a difference and greatly improve the well-being of residents and the environmental biodiversity. With the struggles that many have endured in the past year, they understand the need for a safe and secure outdoor space that allows greater social interaction in our communities.

Not only will your residents benefit from the great donation, they have partnered up with other charity organisations to procure goods and materials for the project.

In addition to supplying general garden items such as bird feeding stations, bird boxes, bug hotels, picnic benches, they will contribute their time and labour to the project.
